The proposed project consists of developing a software package which can be used in the development of site plans at facilities where high explosives are stored or handled. The software will be a public release product and is intended for approval by the DDESB. Site plans developed under proper application of the software will be in compliance with explosive safety siting standards in DOD 6055.9. The default quantity-distance (Q-D) critiera in DOD 6055.9 may be exceeded if an equivalent level of protection is offered by either suppression at the source or hardening of the acceptor structure. Previously, evaluation of structures under this provision has included a significant effort which required extensive structural calculations. Recently, software has been developed which allows for a first-cut evaluation of several "generic" structures to blast loading. Pressure-Impulse diagrams are used in the evaluation. It is desired to develop new software directed at evaluating siting options. Appropriate existing software will be improved on and included as subroutines. This software will allow for evaluation of tradeoffs between real estate requirements (explosive safety buffer zones) and protective construction.
