Abstract

CURRENTLY COMMERCIAL SPACE-LAUNCH FREQUENCY REQUIREMENTS ARE MET IN THE 2200- TO 2300-MHZ BAND. NEW FREQUENCY ALLOCATIONS MAY LIMIT FREQUENCIES FOR COMMERCIAL SAFE AND RELIABLE COMMERCIAL SPACE-LAUNCH OPERATIONS TO THREE CHANNELS IN THE 2360- TO 2390-MHZ BAND. THIS RESEARCH WILL ASSESS WHETHER THIS ALLOCATION IS SUFFICIENT TO ENSURE CONTINUED SAFE AND RELIABLE COMMERCIAL SPACE-LAUNCH OPERATIONS. DETAILED TT&C REQUIREMENTS OF CURRENT AND PROPOSED COMMERCIAL LAUNCH VEHICLES WILL BE ASSESSED AND THE ABILITY OF THE PROPOSED SPECTRAL BAND TO SUPPORT THESE REQUIREMENTS WILL BE ANALYZED. THE PROSPECTS FOR USE OF ADDITIONAL FREQUENCIES WILL BE ASSESSED. INNOVATIVE TECHNOLOGIES WILL BE EXPLORED TO ALLOW MORE EFFICIENT USE OF THE LIMITED AVAILABLE SPECTRUM. THE COSTS FOR CONVERTING TO THE NEW FREQUENCY BANDS WILL ALSO BE ASSESSED.
