A paradigm shift is needed to support the engineering of complex cognitive systems. In the Phase II Joint Systems Engineering Methodology effort, CHI Systems proposes to build upon Phase I results to guide the paradigm shift through three interdependent efforts. First, we will develop and evaluate the Joint Systems Engineering Methodology (JSEM), a community supported methodology that will guide the process of developing resilient complex systems by multidisciplinary teams. Second, CHI proposes to develop a prototype collaborative engineering environment (CEE) that facilitates use of the JSEM by distributed development teams. Recent work performed by CHI Systems that focused on the development of a work-centered systems engineering process and complementary development architecture will be leveraged to provide the foundation for the CEE. Finally, the team will take steps to change the cultures of cognitive engineering, systems engineering, and program management in order to improve the DoD capability to develop systems that are truly human centered. The proposed team has extensive knowledge of cognitive systems engineering methods, principles, and issues. Of particular value to the proposed work is the continued participation of Dr. Robert Hoffman and Dr. David Woods, both accomplished and active researchers and methodologists in the cognitive systems engineering field.
