Abstract:

A NOVEL SPEECH CODING TECHNIQUE FOR MOBILE VOICE COMMUNICATIONS APPLICATIONS IS PROPOSED. THE TECHNIQUE UTILIZES THE FREQUENCY AND TIME-VARYING PROPERTIES OF SPEECHIN CONJUNCTION WITH A SPEECH QUALITY PERCEPTION CRITERION TOPROVIDE HIGH QUALITY AND NATURAL-SOUNDING SPEECH OVER A WIDERANGE OF BIT RATES (2.4 - 16.0 KBIT/S). THE TECHNIQUE IS ROBUST TO TRANSMISSION ERRORS, PROVIDES A FRAME-WORK FOR VARIABLE BIT RATE CODING OF SPEECH AND IS APPLICABLE TO MARITIME SYSTEMS FOR EFFECTIVE UTILIZATION OF TRANSMISSION BANDWIDTH.
