Abstract

This Phase I Technical Approach will provide the Government with an approach to identify, assess, and monitor the manner in which terrorist websites influence target audiences. Our approach is unique in that it applies psychological and sociological approaches to understanding the information and narratives presented by terrorist websites. We will use this Phase I research as the foundation for further technological development in Phase II. BENEFIT: The Government will benefit from a more nuanced approach to monitoring terrorist websites and to better understand how websites can be predictors or indicators of future actions or events. The Commercial sector will benefit from this research and development by having access to a multi-lingual solution that will help identify ways to leverage websites to reach key target audiences and consumer groups and to understand how competitors and stakeholders are using websites to position products to gain market share.
