Abstract:
The Global War on Terror (GWOT) has amplified the need for rapid response operations, requiring the ability to support the missions through the formation of ad-hoc joint Intelligence, Surveillance and Reconnaissance (ISR) teams from assets that are on station and available. To provide this flexibility, the United States Military has been undergoing a transition from a traditional "platform-centric" force to a Net-Enabled Command Capability (NECC) based upon a Service Oriented Architecture (SOA), where sensors, intelligence sources and battle command systems are implemented as services that are accessible to the force through the network. With this transformation, however, come the technical challenges associated with creating and maintaining globally consistent tactical pictures across the distributed ad-hoc sensor networks. To meet this challenge, the DECISIVE ANALYTICS Corporation team is pursuing two related objectives. First, we are developing a framework, based on the Dual Node Network technical architecture that will allow the deployment of an interlaced information fusion and adjudication network to enable effective decentralized, distributed fusion within operational and communication limitations. Second, we are implementing this distributed fusion capability as a network-centric ISR Service that will discover, compose and manage an ad-hoc team of sensor and fusion-capable assets to execute each ISR mission.
