A high-quality Single Integrated Air Picture (SIAP) is the essential foundation of effective air defense, reliable combat identification and is the key to exploiting advanced offensive capabilities. To develop an effective SIAP, the tracking and fusion algorithms must overcome real-world challenges such as high target density, heterogeneous data sources, and communication bandwidth requirements. Current methodologies work well under specific conditions but their underlying assumptions can lead to erroneous results. The DECISIVE ANALYTICS Corporation (DAC) team proposes to develop an innovative technique that adapts to the dynamic tracking conditions of each threat (e.g. changes in uncertainties or interactions). State-of-the-art tracking algorithms will be developed to handle a wide array of stressing multi-target scenarios. These algorithms will be directly employed by our adaptable fusion architecture (named ADAPT) that was developed under Phase I of this SBIR. ADAPT enables the tracking algorithms to be dynamically swapped by either human-in-the-loop intervention or by an automated process. Finally, we provide a tool for estimating ADAPT's tracking performance based on track density in both kinematic and feature space. This unique and innovative technology has garnered a commercial backing from a major prime contractor who has endorsed the DAC team's solution as a potential Phase III partner.
