Abstract:
Funding for this topic was not received on station until the end of June 93. The procurement request was already in contracting when the funding finally came. Unfortunately, the contract was being worked on when NAVAIR recalled the funding in late July 1992. Funds were re-instated 15 June 93, however, our contracting office could not award the contract until a waiver was given from SBIR Program Manager in ONR. Waiver was given and contract finally awarded 2 August 93. Evaluations done at NAVAIR and only contracting and COTR work done at IHD/NSWC
