The focus of our initial work was to research and lay the foundation to develop a system to effectively manage linear and collaborative workflows in a context of existing and unfolding mission requirements using advanced methodologies to address sequencing in task allocation and distribution processes. Our proposed solution - fmCortex - seeks to apply advanced fusion processes and dynamic resource management within a SOA to dynamically manage collective resources at the multi-platform level (i.e., dynamic inter-platform mission tasking). Our work seeks to use mathematical programming for optimal resource allocation, Fuzzy Logic techniques for fusion, and architectural design and development that emphasizes flexibility and extensibility. Our approach (based on SOAProtocol) will provide a common communication framework between distributed software components in a system in our case, fmCortex. The collaborative flow management suite of software departs from the classical workflow management and collaborative computing standards in use throughout much of the intelligence community today. The overarching objective is to support the prospective flow of collaboration within a distributed project, considered as an active system (e.g., Rivet Joint). Such a flow will include informal and formal, synchronous and asynchronous, task-oriented and project-oriented collaborative sessions. Some are elements of model-driven session-based process fragments. BENEFIT: Benefits realized will be to improved, cooperative Intelligence, Surveillance, and Reconnaissance (ISR), the enhancement of distributed processing and management, agility and optimized response to complex dynamic situations, optimized flow management, resource allocation and accurate exploitation and dissemination of not only SIGINT, but, multi-INT data, and lastly, a greatly enhanced (friendly) human interface. Potential commercial applications include the following: Traditional applications: Geolocation/targeting; Support to Indications and Warnings (I&W); Support to battlespace operations; Support to the emergence of UAVs and tactical systems; Refined Dynamic fusion methods/process; Inter-platform routing; Cooperative ISR; Vehicle routing and planning; Supply chain logistics; Emerging applications: GWoT; Insurgency defeat (to include resistance, subversives, insurrectionists, rebels and partisans); Resource allocation; and,Quick Strike capabilities (and related special ops).
