Abstract

Information superiority is potentially a source of tactical advantage in modern warfare. However, the potential benefits of information superiority can only be realized if available data and information can be rapidly transformed into actionable knowledge – the key to decision superiority. Decision superiority requires a thorough understanding of the C2 decisionmaking processes and the C2 information systems that support them. In Phase I of this SBIR effort, we demonstrated the feasibility of designing and developing a scenario-based process training system that teaches both C2 decisionmaking processes as well as information systems usage as they pertain to the C2 political-military function. Phase II of this effort will implement, demonstrate, and transition the training system to an Air Force-recommended target site. The Phase II prototype will be targeted to the Air and Space Operations Center (AOC) combat operations function in general, and Time-Sensitive Targeting (TST) in particular. The underlying outcome-driven simulation, which will be based on pedagogically-driven learning objectives, will enable manipulation of cognitive workload, time stress, and information availability, thereby allowing learners to experience a variety of increasingly more challenging operational situations.
