In Phase I, LinCom will write detailed requirements, develop an architecture with specific interface requirements, and perform trade-off activities in preparation for a Phase II development. LinCom proposes to show how excess weather margin can be used with varying coding gains to provide a dynamic data rate with constant link performance. A concatenated 'outer' code together with the present 'inner' code will allow variable coding gain. By turning one or both coding algorithms on or off, the channel link margin can be controlled. This technique allows high data rates during clear weather and above normal performance during periods of rain. In Phase II, a hardware and software design will be generated for a scalable, adaptable baseband processor that will perform dynamic data rate and coding processing, and from the design a prototype VME based processor will be developed and demonstrated.
