Abstract:
The Phase I Technical Objectives are designed to create a prototype Web-application software system that meets the needs of the Armed Services Blood Program (ASBP) to integrate and centralize donor information, and to automate various aspects of data collection, management, and documentation. At present, all ASBP facilities keep individual files that correspond to a particular time of donation. When the same donor is reevaluated for next blood donation eligibility, a new file is created and data is filed separately. At present there is no system to ensure the continuity and consistency of a donor's data across multiple blood donations over time. For example, a discrepancy can occur when a donor does not remember, at different donation times, the exact number of weeks of overseas travel. If the donor reports different numbers at different times, the discrepancy can lead to a permanent deferral, resulting in loss of an otherwise productive donor. The planned software will allow users to: 1) Identify and protect the correct donor's identity; 2) Access previous data on donations; 3) Access temporary or permanent deferrals; and 4) Oversee travel history that can be updated and verified with each blood donation.
