Abstract:
This Phase II proposal describes a Trusted Radar concept, which is an innovative concept developed by Torch Technologies to support a key BMDS C2BMC function called Sensor Registration Health & Status Monitoring (SRHSM). The Trusted Radar concept is designed to address the significant problems associated with relying on High Accuracy Ephemeris (HAE) satellites as reference targets for performing SRHSM. Torch Technologies proposes the utilization of refined Low Accuracy Ephemeris (LAE) satellites as an alternative to HAE satellites. Torch develops the rationale for a goal for LAE satellite ephemeris refinement, in this proposal, that must be met by the Trusted Radar concept in order to allow the SRHSM function to meet its objectives. Successful completion of the Phase II SBIR will validate that the Trusted Radar concept can meet this goal by creating a well-registered (trusted) networked radar. The Trusted Radar concept is also capable of providing BMDS Space Catalog services to BMDS networked radars. The BMDS Space Catalog essentially provides significant numbers of refined ephemeris satellites that can be used in support of local radar sensor registration, thereby reducing the reliance on HAE satellites. The work plan for demonstrating and validating the Trusted Radar concept is described in detail. This work plan focuses on experimentation at the Missile Defense Integration and Operations Center (MDIOC) which will include participation by BMDS networked representative radars.
