Detail Design & Development of Generic Production Cost Model (PCM)

The primary objective of this three phase (Definition; Detail Design & Development; Implementation) project is to create the generic core of a computer based Production Cost Model (PCM) to support Program Offices in their attainment of several Acquisition Reform Initiatives. The PCM supports the information requirements of Cost As An Independent Variable (CAIV), including aggressive cost goals, trade-off anlayses and incentive measurements. SBIR Phase I develops the Structural and Performance Criteria for the PCM which are then utilized in completing the PCM's Conceptual Design.Benefits include both identifiable savings in software development and the quality of information made available for management decision making. A brief summary: Generic PCM Software provides a more expedient and cost effective implementation for additional programs, including 70 to 90% savings per program in software development cost.PCM fills a major void in the information necessary to fulfill the analysis and mesurement requirements of CAIV.A PCM approach assures that all program analyses and decisions are being made using a consistent information base.Finally, the PCM Software accommodates primes, teammates and subcontractors at the same level of detail.
