Over the Horizon Underwater Communications
In this proposal we describe our approach and anticipated results concerning the use of a novel and innovative method for providing Over-The-Horizon (OTH) L-band links between a submerged tracking device and an overhead satellite without the requirement for an on or above surface antenna. The encapsulation of an antenna in a dielectrically compensating tethered cocoon that includes a sensor and means to maintain its depth just below the surface of fresh or saltwater will provide for the efficient launching of the signal towards the zenith.
