Abstract:
THERE IS A MOVE UNDERWAY TO DECENTRALIZE COMMAND CENTERS FOR THE TOP ESCHELONS OF THE NAVY. ONE ASPECT OF THIS EFFORT IS TO DEVELOP SITUATION ASSESSMENT DEVICES (I.E., HARDWARE AND SOFTWARE), USING SMALL POWERFUL COMPUTERS (SUCH AS MICROVAXII), FOR A LOWER LEVEL OF ANVY COMMAND, E.G., THE COMMANDER OF A SMALL SHIP. IT IS BECOMING RECOGNIZED WITHIN THE NAVY THAT A "FORCE MULTIPLIER" IS NEEDED BY THE SMALLSHIP COMMANDER TO ENHANCE HIS OPERATIOAL READINESS THROUGH THE INTELLIGENT COLLECTION/DECIPHERING/DISSEMINATION OF BATTLEFIELD C3I AND BY RESOLVING SENSOR DERVIED INFORMATION, FOR INSTANCE, INTERPRETING RADAR IMAGES FOR TARGET DETECTION, LOCALIZATION, AND CLASSIFICATION. THE FEASIBILITY OF SYNTHESIZING THE FOLLOWING ARTIFICIAL INTELLIGENCE (AI)-BASED SITUATION ASSESSMENT AID TO THE NAVY COMMANDER WOULD BE INVESTIGATED IN THIS PROPOSED WORK: SITUATION ASSESSMEN AID (SAA) BASED ON MULTISENSOR INTEGRATION (MSI) AND "EXTRA-SIGNAL" INTELLIGENCE CORRELATION USING TOOLS OF "PERCEPTUAL REASONING" AND "EVIDENTIAL SUPPORT". THE SAA WOULD HAVE SOME LIMITED LEARNING CAPABILITY AND BE INTERACTIVE WITH THE USER. THE SAA WILL BE DEVELOPED ON AKM ASSOCIATES MICROVAX II AI-WORKSTATION WITH MICROVMX-3 OPERATING SYSTEM AND USING THE VAXLISP LANGUAGE. SUCH AN IMPLEMENTATION WILL BE COMPLETELY PORTABLE TO ANY NAVY FACILITY HAVING A VAX/VMS COMPUTER SYSTEM. THE OVERALL SYSTEM WILL BE DEVISED SO THAT THE HARDWARE/ SOFTWARE PERFORMS ALL FEASIBLE MACHINE OPERATIONS WHILE THE SHIP COMMANDER RENDERS ONLY NECESSARY DECISIONS AND MACHINE INPUT (INSTRUCTIONS).
