Abstract

"While there have been a number of recent advances in track precision and maintenance via the AMSTE program, long-term track maintenance remains an elusive goal. Track breaks are primarily the result of miss-detections due to micro-obscuration from foliageand buildings and or due to the vehicle dropping below Minimum Detectable Velocity (MDV) because of parking or stopping at intersections and yields. These unpredictable areas of miss-detections and the resulting track breaks are a tracking fact of life andhave gone largely un-addressed.ALPHATECH's proposes to develop new High Range Resolution (HRR) technologies that connect the resulting track segments. Additionally, ALPHATECH will design innovative target motion models, methods for inferring probability of detection maps and regionallyadaptive tracking techniques that are necessary for a system that maintains situational awareness on high priority targets via the stitching of short duration tracklets. Long term tracks on ground moving vehicles from airborne platforms have many application in surveillance, most notably in law enforcement. These techniques can be applied to any sensor with reasonable moving detection measurement errors and the ability toresolve multiple pixels on target. Given this tracking ability one can extrapolate lines of communication, target sources and sinks, along with the intelligence derived thereby."
