Development of a Mission-Information Collection, Analysis, and Reporting System (MICARS)

This project will determine the feasibility of developing a mission-information collection, analysis, and reporting system (MICARS) to meet the specific needs of an AF Special Operations Forces (AFSOF) squadron. MICARS will be maintained in a computerized relational database, and will generate tailored reports for squadron leaders, training officers, and system designers. MICARS will capture data both during mission planning and following mission execution. Innovative MICARS features include a mission-oriented organization that reflects the content requirements of the using unit; a hierarchical structure that can be interrogated at multiple levels; an internal organization that reflects recent theories of human activity systems; a relational architecture that supports flexible sorts and analyses; an intuitive user interface; and procedures that capture input data at multiple points during mission preparation and execution. MICARS will be developed using TAWL ORDIR, a customized 4D Runtime (TM) template that organizes mission information into a six-level hierarchy. Phase I will result in a set of specifications for MICARS hardware, software, and information content. Phase 2 will entail developing the software, installing the system at an operational location, inputting mission information, and monitoring its use over a two-year period.
