Abstract:
Problems with current radio based incident communications systems include: only VHF or UHF radio technology is used, limited number and range of frequencies, interagency cooperation hampered by incompatible frequencies and devices, terrain causes line-of-site and visibility problems for communications, potential for single point failures, geared towards voice capability, few data transmit/receive devices and a growing need for value-added capabilities. The purpose of this research is to develop a better communication system using the latest technologies available to increase situational awareness and knowledge during an emergency incident. This communications system needs to be compatible with existing technologies, while providing new services and capabilities, such as wireless ad-hoc routing, and geographically aware information dissemination. WirlWind will provide a self-reconfiguring ad-hoc network which is the next generation of high reliability communications that also offers real-time incident tracking abilities to monitor and control progress, resources and personnel.
