Federal, state, local, and military missions for Disaster Relief, Emergency Action, and Humanitarian Assistance (DREAHA) require all of the traditional command, control, communications, computer and intelligence (C4I) functions used by military units for traditional warfare. New civilian systems that leverage and reuse military C4I systems to plan, prepare, identify, vector, monitor, and recover from man-made and natuarl disasters are starting to become viable while the military takeson increasingly larger roles in non-traditional warfare. both communities and missions are converging on requirements for mission rehearsals and training that focus on a broad range of simulations and model fidelity, scalability, and robustness. Mystech proposes to develop information flow models and Reference Federation Object Model (Reference FOM) as a precursor to building a proto-federation for disaster planning and recovery analysis, mission rehearsal and training, to conduct a survey of existing simulations and models in the domain, and to develop a mini-prototype of a system based on the Reference FOM that validates a design approach.
