This proposal describes the development of the Computer-based Instructional System for Computer and Information Literacy. Computer-based instructional technology has demonstrated its ability to carry out numerous education and training functions effectively. As networking and multimedia technologies converge, the use of interactive instructional technologies has experienced a corresponding, dramatic increase in recent years. There are several advantages to deliver courses through networks. First, it is easy to reach large student populations and more people may benefit. Second, it is easier to maintain the course maintenance as the course material is stored in one site. This advantage is very important for courses in those areas in which course contents change rapidly. Computer and information literacy is such a course. Third, the management of the student information database is easy because only one copy of the database is maintained. Fourth, team/collaborative learning becomes easier. Finally, the student will be able to fully communicate with the instructor.
