Abstract

The objective of this proposal is to examine the feasibility of defining and measuring key dimensions of an urban system to include its essential functions and networks, and whether they can be modelled in a computational framework for assessing robustness and resilience of DUTs (and their tipping points) under conditions of volatility and stress. This proposal will conduct a comprehensive review of previous efforts in DUT modelling including, but not limited to, work by NATO, the USG Counterterrorism Technology Support Office (CTTSO), the Netherlands and Singapore, assemble key findings from those efforts, and develop a refined ontology of observable, measurable indicators and their respective values relative to resilience and anti-fragility. This proposal will leverage a separate, ongoing Cordillera project with the City of Norfolk, VA, which is establishing user requirements for a common operating picture for first responders, including assessment of how live data can be integrated into a predictive DUT model and identifying collection gaps for measuring and modelling resilience.Cordillera will partner with the University of Texas at Austin, School of Architecture, Center for Sustainable Development. The Cordillera/Austin University team will be supported by Native, Inc., a data vendor providing field survey data to support computational research efforts.
