Abstract

The large volume of full motion video from unmanned aerial vehicles, along with other data from various sensors creates resource andengineering challenges in managing, processing and distributing that data. Law enforcement and intelligence work require videos in locationsfar from where they were recorded, and need multiple sensor streams to be synchronized for search, filtering, and transformation functions.Creating situational awareness for investigators and responders requires automated distributed processing to triage sensor streams anddirect precious human attention more effectively. To address these challenges, Kitware and Data Machines propose NGAflix, a system that usesthe elastic scalability, multi-regional support, and API based resource access of the enterprise cloud to manage and distribute large volumes ofsensor data across multiple geographic locations. NGAflix will effectively direct the flood of sensor data, providing adaptive bitrate videostreams to human and algorithmic consumers, and allowing for multi-stream fusion by using predefined global marker points. The proposingteams expertise in developing high quality open-source software, maintaining scalable cloud-based software deployments using DevOpstooling, and developing video analytics presents a solid technical foundation for the work. NGAflix will enable further research anddevelopment in video analytics, autonomous systems, and medical applications.
