In response to AF203-CS01 Phase II, Higher Ground [HG] would like to offer eXtremely Low Probability of Interception/Detection [XPI/XPD] – the NexGen of Situational Awareness [SA] in support of USAF operations.  Our solution, the SatPaq®, is a small, commercially available, stealthy transceiver that communicates with GEO stationary satellites to provide real-time situational awareness from anywhere.  Only by communicating with GEO stationary satellites ‘that don’t move’ can one get up-to-the minute information of area activity to better manage resources. This Phase II effort will enable the SatPaq to be even more stealthy by reducing the Power Spectral Density [PSD] of the signal while still maintaining robust connectivity.  The SatPaq has a PSD of -57 dBW/Hz which is already considered Low Probability of Detection [LPD].  In Phase I, we investigated a new approach to take the PSD down another 6 dB.  We believe we can accomplish this with a new type of resonator device to be incorporated in the SatPaq.  This new PSD level would take the SatPaq into a level of stealth substantially greater than other radios. We are also proposing additional NexGen SA features in another Phase II proposal, GEOFix - a Jam-hard Solution to A-PNT.
