Optical E. T. C., Inc. (OETC) proposes to perform research into appropriatetechnologies that meet SOCOM needs for an automated IMC send and receivecapability suitable for reduced RF signature during combat operations.OETC will develop a system concept based upon the specified size, weight,and power constraints and the desired SOCOM capabilities. During the Phase Iactivity, OETC will develop a technology approach, identify shortfalls, anddevelop a technology shortfall reduction plan. The demonstration of candidatetechnologies will be performed during this phase. The proposed instrument isdesignated the Morse Code Encoder/Decoder (MCED) and will incorporate advancedsignal processing technologies to maximize operational performance under adverseoperating conditions. The system may also be used for Morse code trainingactivities. The proposed system can be used to effectively enhance the warfighting performanceof the military, improve commercial CW nets, and be used by amateur radio operatorsand SWL. Unit can provide higher quality reception of IMC transmissions thanavailable from present systems.
