DMA is now publishing its city graphi product at 1:25,000 scale in the Vector Product Format (VMap 3). The problem is that the level of detail in the product is insufficient when measured against the needs of the Special Operations Forces (SOF) and the Modeling and Simulation (M&S) communities. The SOF requires highly detailed information for planning and rehearsal, particularly for Operations Other Than War. The M&S community needs greater detail to capture realism in its simulations. The opputunity defined by this problem is to define the requirements of the SOF and M&S for additional detail in the VMap 3 Product and then identify a cost-effective approach for the Army to supply the data using the organic assets. OptiMetrics has defined a seven task approach to address the problem and define a cost-effective solution. The steps are: define the SOF and M&S requirements that are in excess of the VMap 3 Specification; analyze the existing production capability of the Army topographic units; identify source imagery for capture of the aditional features to VMap 3; defining a case study to prove the plan in Phase 2 of the effort.
