Abstract

The Federal Highway Administration¿s FY2000 Performance Plan outlines five specific, strategic goals: Safety, Mobility, Economic Growth and Trade, Human and Natural Environment, and National Security. With the RISE Learning System, the Federal Highway Administration (FHWA) will have the ability to offer low-cost training of the Outdoor Advertising Control Toolbox, along with many other training programs of primary interest to the Department of Transportation. SayTech is proposing expanding the capabilities of our RISE Learning System into a flexible, adaptable, cost-effective learning system to meet the FHWA Performance Plan objectives. The RISE Learning System is made up of three components; the DarWin Authoring System, the RISE Learning System, and the Web-Based Performance Support System. DarWin features multimedia capabilities of voice, video, music, and data, and includes both educational gaming and integrated assessments. The RISE educational operating system utilizes a programmed teaching methodology that allows users to progress at their own pace and at a comprehension level that is self-adjusting to the student¿s abilities. The RISE educational operating system is an intelligence-based learning system that will be expanded to include the ¿best¿ methodology approach an learning progression. The system also includes built-in assessment capabilities and progress tracking through pre- and post- techniques which includes specific automated inventory system explanations. The RISE Learning System is our intent to develop and incorporate the DarWin authoring system with the RISE Learning System for CD-ROM deployment. SayTech is prepared to with both Quality Environmental Professions, Inc. (QEPI) and the AASHTO ROW/Utility Subcommittee to incorporate research content into the training system. QEPI will research management practices, the AASHTO study will look at technical practices
