A full motion video compression system with synchronized sound based on the MPEG-1 standard will be developed to provide a high compression ration and software playback capability on the Contract Test Set (CTS) III. Phase I will research new techniques in the areas of digital video preprocessing, adaptive quantization, motion prediction and bitstream manipulation with the objective of developing new encoding algorithms for the MPEG-1 bitstream. Phase I will also examine suitable software routines for MPEG playback on the CTS-III. Phase II will deliver an encoding system, software tools for implementing high compression MPEG and software for playback of the encoded video on the CTS-III.
