Abstract

ZC&H Dynamic Systems, Inc. proposes the development of an intelligent system for generating scenarios that will support strategic planning and policy analysis. The proposed system will be a tool-kit that will provide methods for modeling and reasoning about nonlinear effects in both warfare and corporate settings. Included will be tools for identifying centers of gravity, both of the user and the target, and measures of effectiveness, including costs, of attacking or defending such targets. Included will be techniques from traditional cost-benefit analysis, like what-if scenario generation, as well as newer methods of determining costs of action based on nonlinear stochastic pricing methods for options and securities. The output of the system will be scenarios, driven in part by the input of users and in part by resident data bases of pertinent information, including historical background, and quantitative models.
