    THIS PROPOSAL CONCERNS THE DEVELOPMENT OF AN INNOVATIVE EARTH RETENTION SYSTEM. SPECIFICALLY, IT RELATES TO COMBINING PERMANENTLY TIED-BACK ELEMENTS WITH SOIL NAILING TO ENABLE THE CONSTRUCTION OF A RETAINING WALL IN SOILS AND SOFT ROCKS. THIS EARTH RETENTION SYSTEM IS BUILT FROM THE TOP DOWN AS THE EXCAVATION PROCEEDS AND CAN BE USED FOR A PERMANENT OR TEMPORARY WALL, OR TO STABLIZE LANDSLIDES.
