Abstract
onal evaluation, that concentrates on the service area of Education Data Management. The plan will investigate the requirements involved in providing readable and interpretable test results for teacher and principal use. Realizing testing is only as good as the teaching, teaching is only as good as the environment and the environment is only as good as its resources; this project will be a result of a methodology and prototype of this data consolidation. Databases will be created to describe underlying factors that contribute to the test results, such as environment and identified shortcomings in resources. In addition, the proposed effort (Phase II) will establish a database of “lessons learned” by assembling existing case studies. The final step will be the design of empirical studies that will contrast the application of each of these concepts to the improvement in student performance in meeting the standards set forth in the No Child Left Behind Act of 2001. Final products of Phase I will be a refined plan, design documents and prototypes of databases for each area (Testing, Environment, Resources).
