1The system used today to display Air Traffic Control data represents a "seat of the pants" approach due largely to the lack of effective display technology. To a certain degree, Navy is locked in a "vicious cycle". Since no effective display technology has been available, little work has been done to develop an underlying information management system that will be needed to drive the displays. Conversely, lack of the underlying information system has prevented establishment of a well defined set of requirements for the display components. Delfin proposes to break this cycle by performing a study to define Air Traffic Control Center information system requirements, to prototype elements of such a system using conventional CRT displays, and to identify potential display technology for in-depth testing in Phase II. Delfin can offer to complete this complex effort in Phase I because of our intimate involvement in the Navy Tactical Command System (Afloat) and in-depth knowledge of information management aboard aircraft carriers.
