Abstract
DURING AN ATTACK ON A NAVAL BATTLE GROUP, THERE WILL BE A CONSIDERABLE AMOUNT OF INFORMATION TO BE ABSORBED AND ACTED UPON BY THE EW OPERATOR IN A SHORT TIME AND UNDER STRESSFUL CONDITIONS. THE INFORMATION FROM MANY SENSORS MUST BE CORRELATED SUCH AS OWNSHIP ESM DATA, MISSILE LIBRARY DATA, ECM ASSET STATUS, WEATHER DATA, AND RADAR DATA, AS WELL AS DATA FROM OTHER SHIPS AND AIRCRAFT. THIS INFORMATION MUST BE USED TO MANAGE THE EW ASSETS AND COORDINATE THE USE OF SOFTKILL AND HARDKILL WEAPONS SYSTEMS TO DEFEND THE FLEET. IT IS POSSIBLE TO GREATLY CONSOLIDATE THE INFORMATION AND EXPAND THE OPERATOR'S CAPABILITY BY DEVELOPING A COMPUTER AIDED CONTROLLER SYSTEM. THE DEVELOPMENT PLAN CONSISTS OF THREE PARTS: 1. REVIEW AND FORMAT THE INFORMATION FOR ALGORITHM DEVELOPMENT. 2. DEVELOP A TEST COUNTERMEASURE CONTROLLER ALGORITHM. 3. IMPLEMENT THE ALGORITHM AND TEST. IT IS PROPOSED THAT THE RESULT OF THIS STUDY WOULD BE THE CONTROLLER ALGORITHM PORTION OF THE EWCS SYSTEM PRESENTLY BEING PLANNED FOR DEVELOPMENT. THE TWCS WOULD PROVIDE THE HARDWARE SYSTEM AND DATA SORTING BY TARGET WHILE THIS STUDY WOULD DEVELOP THE ALGORITHM FOR REAL TIME ASSET MANAGEMENT.
