AbstractIn discussions with Lloyd Clark during September 1995, FTI learned that the needs of WK/AARA as announced in the AF96-123 solicitation are evolving. While there is still interest in "Data Extensions for Imaging Sensors" as expressed in the solicitation, WL/AARA's emphasis is shifting toward RF sensors and programs such as MSTAR, NCTI and ARAGTAP. We propose to center our proposed effort on the underlying needs expressed by Mr. Clark for an integrated ATR test and evaluation planning tool. We will use our current experience in developing the Integrated Desktop Analysis and Planning System (IDAPS) to design and prototype an end-to-end ATR Test and Evaluation Planning Suite (ATEPS). FTI will design an extensive ATEPS prototype to integrate intelligently measurements databases, existing and future target, background, propagation, and sensing models for a variety of wavelengths, program planning and scheduling databases, ATR algorithms commercial-off-the-shelf and custom applications, and evaluation tools. With these elements, FTI and its consultant, Dr. Fred Garber, will design ATEPS to provide WL/AARA with a convenient, comprehensive, and logical software environment and approach to identify ATR requirements, deriving traceable needs, designing experiments to answer critical questions related to traceable needs, monitoring status, and evaluating the results.
