Abstract
It is proposed that the wide range of nonmilitary applications for DoD UAVs be identified and assimilated into a representative set of mission profiles and vehicle specifications, to identify the DoD UAVs that could be used to conduct such missions and to meet such specifications, and to identify opportunities to significantly leverage DoD development and acquisition resources by eliminating identified obstacles to these potential applications and exploiting the potential of multi-user systems. A plan will be developed for conduct of a Phase II demonstration of the utility, effectiveness and cost benefits of UAV operation for several appropriate high-profile applications using a candidate DoD UAV, and ultimately to facilitate the routine operation of UAVs for a host of nonmilitary applications.
