Abstract
Developing interoperable, dynamically configurable and dynamically controllable communications and location networks is critical to increasing situational awareness on the battlefield where joint and coalition forces are operating together. Our research objective is to continue development of a new, dynamically configurable network application (called Dynamic Secure Tracking and Reporting , or DSTAR) that will enhance the two-way communication and location capabilities of units in the field. Our approach is to incrementally port our simple concept to operational-level code, implementing a robust and completely-featured prototype. This prototype provides the baseline for complete documentation and specifications for transition to an operational capability. In the Option periods, we explore cellular and satellite network interfaces. Our two-tiered DSTAR concept addresses both interoperability AND rapid reconfiguration shortfalls of existing systems. ISI’s design concept for dynamically configuring and controlling communications and location networks would support the operations of such systems as Force XXI Battle Command Brigade and Below (FBCB2), the Movement Tracking System (MTS), and the Global Personnel Recovery System (GPRS). By combining real-time, two-way, text communication, precise geo-positioning, and rapid grouping and re-grouping, DSTAR can provide situational awareness for wildland fightfighters, interoperability for first responders, and dynamic prioritization for commercial aviation, saving lives, property, and time.
