THE TRAFFIC ENGINEER RELIES UPON A COLLECTION OF SOFTWARE TOOLS TO COMPUTE TRAFFIC SIGNAL TIMING PLANS AND TO EVALUATE THE OPERATIONAL PERFORMANCE OF HIGHWAY NETWORKS. TRANSPORTATION PLANNERS EMPLOY DEMAND MODELING TOOLS TO PROJECT TRAFFIC DEMAND, DISTRIBUTION, ASSIGNMENT AND PERFORMANCE OVER LARGE NETWORKS. THESE TOOLS HAVE TWO OVERALL ATTRIBUTES IN COMMON. THE ARE: 1) NETWORK-BASED AND 2) DATA INTENSIVE. ALL THESE STAND-ALONE TOOLS, INCLUDING PASSER II, TRANSYT-7F, AND TRAF-NETSIM EXHIBIT DISPARATE INPUT AND OUTPUT FORMATS, EVEN THROUGH THEY OPERATE ON THE SAME BASIC INFORMATION. THESE DISPARATE FORMATS PRESENT COST AND PERFORMANCE BARRIERS TO THE PROFESSION. WE PROPOSE, THEREFORE, TO DEVELOP A TRAFFIC MODEL INTEGRATOR THAT WILL "BIND" TO A MUCH ENHANCED EXISTING GUI NAMED ITRAF. A MODEL INTEGRATOR IS A COMPUTER PROGRAM THAT HAS A COMMON INPUT DATA BASE FOR A SYSTEM OF APPLICATIONS, AND AUTOMATICALLY EXECUTES THESE APPLICATIONS WITH LITTLE OR NO INTERVENTION BY THE USER. THUS MANY INDEPENDENT TOOLS CAN BELONG TO AN INTEGRATED SYSTEM WITH "TRANSPARENT" PROGRAM-SPECIFIC DATA REQUIREMENTS. THE PROPOSED OPEN SYSTEM WILL ACCOMMODATE THE THREE CITED MODELS, GIS PACKAGES AND STATISTICAL ANALYSIS; AND ADDITIONAL TRAFFIC AND PLANNING MODELS IN THE FUTURE TO FORM A POWERFUL, ENDURING FUNCTIONALY COHERENT AND WIDELY USED COMPUTING ENVIRONMENT.
