Abstract

As the volume of data continues to grow, enhancing mission collection priorities and successful combat campaign execution is vital.  The proven intelligence collection cycle outlines a process for adapting, evaluating, leveraging and reporting all types of information utilized to draw insight into an adversary's plans.  The vast amount of Publicly Available Information (PAI) that is applicable to enhance the operational picture in any given geography has yet to be fully identified, coalesced and properly leveraged in order to optimize the US collection apparatus.  Not only is there a large amount of PAI at this moment in time, these data continue to change, evolve, appear, disappear and their relevance at any given time may be on the scale from crucial to completely irrelevant.  In order to appropriately harness the power of PAI a process must be developed that is as flexible and comprehensive as the data pool itself.  In the delivery of the PAiCMan system the Mantel team will build upon decades of experience identifying and leveraging PAI for US Intelligence programs, proven industry (team) built analytical ingest and user interface tools and a combined over a century of software development, intelligence collection, and data analysis experience to demonstrate how to successfully harness the power of PAI for mission relevant data identification and automated/manual request for information (RFI) to external sources to enhance analytical outcomes, operational picture and mission effectiveness.
