Abstract
Today’s acceleration toward network centric operations is necessitating an effort to modify legacy software at a level not seen since the Y2K rollover. Legacy Programs of Record (POR) have a long operational history and have earned the trust that comes from that history. They represent a well understood and validated set of techniques implemented by suites of algorithms, such as for signals intelligence (SIGINT). In many cases these techniques, while still valid, are encased in antiquated frameworks. Critical operational systems such as the Guardrail Common Sensor (GRCS) are in the early stages of transition from vertical, stand-alone systems to a set of network centric capabilities. These capabilities will be available to consumers through systems such as the Distributed Common Ground System Army (DCGS-A). Modus Operandi proposes Blackstone, an innovative harvesting concept to support efficient re-use of well tested and highly trusted SIGINT algorithms for exposure through DCGS-A. With Blackstone, the task of moving from distinct PORs to network centric capabilities can be accelerated with greatly reduced risk and associated costs.
