We propose a systems analysis and proof of concept design for a low cost mine marker that can keep station for a week or more, even in high energy environments, to broadcast on command sonar homing signals that enable long range detection and accurate terminal navigation by a low capability mine neutralizing UUV to its intended target. The device will be small and readily placed, it will be a physically stable device that can store and transmit location and related data when interrogated, detect and transmit signals despite scour buildup, be readily identifiable from other markers operating simultaneously within range, operate cooperatively with the homing vehicle, and cease operation when commanded. The results of Phase I will enable Phase II design and fabrication of an engineering prototype device for laboratory and field testing of design capabilities.
