Abstract
NETROLOGIC WILL DELIVER A TDD/ASCII MODE TO VOICE INTERFACE FOR A PERSONAL COMPUTER WHOSE PURPOSE IS TO ALLOW THE DEAF AND BLIND TO COMMUNICATE WITH EACH OTHER. AT THE END OF PHASE I NETROLOGIC WILL DELIVER AND INSTALL ON AN ED COMPUTER A SYSTEM WHICH WILL ALLOW A DEAF USER TO SEND A MESSAGE TO A BLIND USER AND HAVE THE SYSTEM VOCALIZE THE ASCII TEXT. DURING PHASE I NETROLOGIC WILL ALSO DEVELOP A DESIGN FOR A CHIP TO BE USED TO AUGMENT THE TDD/ASCII MODEM TO ENABLE IT TO PRODUCE REAL TIME VOICE. NETROLOGIC WILL FABRICATE THE VOICE CHIP IN PHASE II.
