THE PROBLEM OF PREDICTING DETECTION/IDENTIFICATION PROBABILITIES FOR A SMALL, MOBILE ICBM IS TO BE ADDRESSED THROUGH A SPECTRAL MODEL INCLUDING TARGET REFLECTIVITY, BACKGROUND REFLECTIVITY, SOLAR IRRADIANCE, ATMOSPHERIC TRANSMITTANCE/SCATTERING, SENSOR SENSITIVITY RESPONSE, SENSOR SPECTRAL RESPONSE, AND DETECTION/IDENTIFICATION RESOLUTION CRITERIA. THE MODEL IS TO USE A FRACTAL STATISTICAL BASIS FOR THE SYNTHESIS OF CLOUD DATA, DUST DATA, HAZE DATA, AND FOG DATA INTO A WORKING PROBABILITY FUNCTION.
