AbstractProgeny's experience in developing a shipboard Learning Content Management System for onboard deployment has led to its recognition of the power of having content, learning or technical, available to the deployed Sailor. Progeny also recognizes the trend towards creating digital content while adopting an object-based approach that results in relatively small "chunks" of learning material. The idea being that these content objects can be tagged and "repurposed" into many different shipboard situations to suit the individual needs of the Sailor. Standards such as SCORM specify how to add metadata tags to content objects so information about the object may be discovered, but it is silent about how discovery is to be implemented. There are many specifications and technologies in existence that define various aspects, methods and protocols related to data repositories. None of these individually address the entire problem of finding and then getting exactly the right material, in the right format, at the right time.The objective of this proposal is two fold. First, provide the capabilities of the Semantic Web to TD/KM. That is, provide a semi-structured information infrastructure by adding semantic information about the information. Second, provide a prototype implementation of a SCORM-compliant discovery method
