Abstract

GPS is a mission-critical system supporting U.S. military forcesthrough all levels of conflict. By the same token, we must beable to deny our enemies the ability to exploit GPS against ourforces. Probably the most practical means of GPS-denial is viajamming, but it is very important to control where the jammingenergy is directed so that friendly receivers are minimallyaffected. Toyon Research Corporation proposes to develop asoftware toolbox to optimize jammer placement and configuration,as well as to perform route planning and evaluate missionperformance in a GPS-denied area. Rather than relying on a singleoptimization algorithm, the proposed toolbox includes multiplealgorithms, a flexible means of controlling their application,smart features to speed up the optimization process, and ascripting capability for easy customization to particular classesof problems. A prototype version of the toolbox has beendelivered to the Navy in Phase I of the development program.
