Abstract
THIS PHASE I PROJECT REVIEWS THE EXPERIENCE AND SUCCESS OF\ SELECTED INDIAN TRIBES THAT HAVE ESTABLISHED SUCCESSFUL JOINT-VENTURE (JV) BUSINESS ENTERPRISES. THE ULTIMATE PURPOSE IS TO PROVIDE A JV DEVELOPMENT MODEL FOR OTHER INDIAN TRIBES TO REPLICATE IF THEY CHOOSE. THE PROJECT INCLUDES A LIST OF SUCCESSFUL JV INDIAN BUSINESS ENTERPRISESAND SURVEYS OF THEIR HISTORY AND CRITICAL PATH TO SUCCESS THE PROJECT ALSO EXAMINES THE ROLE THAT SMALL BUSINESS ADMINISTRATION 8(A), BUY INDIAN, AND INDIAN SET-ASIDE PREFERENTIAL CONTRACTING PLAYED IN THESE ENTERPRISES. IN ADDITION, FEDERAL BARRIERS TO INDIAN JV BUSINESS DEVELOPMENT ARE EXAMINED. THE PROJECT CONCLUDES WITH RECOMMENDED METHODS TO CREATE SUCCESSFUL RESERVATION-BASED JV BUSINESS ENTERPRISES. PHASE II WILL IMPLEMENT A STRATEGY FOR TRANSFERRING THIS TECHNOLOGY TO AMERICAN INDIAN TRIBES. COMMERCIAL APPLICATIONS INCLUDE METHODS AND TECHNIQUES TO ASSIST AMERICAN INDIAN TRIBES IN CREATING PRIVATE SECTOR JOBS.
