Campaign-Level Model for Assessing Theater Airlift Capability

The objective of the research is to prepare an overall plan to develop, in an SBIR Phase II effort, a model or set of models which can be used to assess the impact of theater airlift on warfighting effectiveness. This SBIR phase I effort includes the following tasks: (1) a study of the analysis requirements and identification of the key processes to be modeled (these processes will be documented in a flowchart with narrative); (2) construction of a comprehensive approach for analyzing theater airlift capability and its impact on warfighting effectiveness; (3) a thorough survey of existing analytical tools and sources of data that could have applicability to identify where they fit into the overall process defined in task two; (4) assessment of the capability to model the various elements of the processes defined in task two and recommendation of enhancements needed to existing models and additional models to be developed; (5) preparation of an overall plan for SBIR phase II, including recommended activities and schedule leading to a full analysis capability; and (6) thorough documentation of results produced under tasks one through five.
