"This proposal provides potential solutions for the implementation of an inexpensive, rugged, low power tactical data/communication link. This Phase I effort will identify and evaluate custom and Commercial-Off-The-Shelf (COTS) components.The Analog/Video Communications Link can be used by fielded soldiers for data/voice transfer to fellow soldiers or as a link for gathering data from remotely located sensors. Phase I will include detailed research of low probability of intercept/detection(LPI/LPD) transmission types. Design considerations will provide the best solution for short and long haul configurations. The use of audio/video compression will be explored to provide a link that is adaptable to data requirements.The necessary tradeoffs will be made to provide a practical solution.Phase I determines which approach best fits the requirements of SOCOM. It will result in a detailed, in-depth, technical report identifying the risk areas, and recommending the approach(s). Components to be used in designing, fabricating and testing in thePhase II, will be presented in this report. The performance analysis and experimental results of Phase I will be detailed. Products resulting from this research and development will provide more reliable and efficient LPI/LPD radio links that will have widespread use in the future digital battlefield environments, commercial wireless local area networks, and third and fourthgeneration (3G & 4G) data s
