Abstract
The capability to gather, analyze, and integrate vast amounts of information from diverse resources in various types and formats, and to distill valuable and actionable intelligence leads from them has become a top priority for U.S. military commanders. 21st Century Systems, Inc. is pleased to propose to continue our research and development on systems engineering concept entitled "HICIN," Hybrid Intrinsic Cellular Inference Network. The Phase II research will focus on the design and development of a set of agent functional modules and software components that apply the mathematically sound approach to construct an integrated tool set for the capability required. The research will address the multi-source data fusion tasks at the JDL 2+ fusion levels in general and deals with the integrative transformation of hybrid data sets from fact to proposition spaces, in particular. An expanded set of HICIN functional components consisting of a multi-modal data translator, a mixed-model inference ensemble, and a cross-domain ontology conjunction will be developed. The software product will have the capability to intertwine multiple inference mechanisms on the heterogeneous data inputs with an explicit quantification of uncertainties, and to adapt to different military and civilian application domains.
