Abstract
THIS PHASE I PROJECT WILL DEVELOP A MANUAL FOR THE FINANCIAL REGULATION OF LONG-TERM CARE INSURANCE, COVERING THE FINANCIAL BASIS, POLICY PROVISIONS, REVIEW OF PREMIUM RATE FILINGS, CUMULATIVE LOSS RATIOS, RATE INCREASE REVIEWS, RESERVE STANDARDS, NONFORFEITURE PROVISIONS, AND SOLVENCY REQUIREMENTS. IN PHASE II, AN ACTUARIAL COMPUTER MODEL WILL BE DEVELOPED THAT STATES CAN USE TO DETERMINE CUMULATIVE LOSS RATIOS, CALCULATE NONFORFEITURE TABLES, AND REVIEW PREMIUM RATES.
