Abstract
THE PROBLEM OF INSUFFICIENT COMPETITION IS CREATING HARDSHIPS FOR THE AIR FORCE IN TERMS OF EXCESSIVE COSTS AND LOWERED PERFORMANCE. THE COMPONENT BREAKOUT ACTIVITY IS THE FIRST STEP IN THE TRANSITION TO COMPLETITION FOR AN ITEM/SUBSYSTEM. THIS PROJECT OFFERS TO EXPLORE THE NATURE OF THE BREAKOUT PROCESS, DETERMINE TRUE COSTS AND OTHER EFFECTS, AND RECOMMEND CHANGES THAT WILL PRODUCE TRUE COMPETITION AND ECONOMIC EFFICIENCY.
